City of Hoboken Lead Service Line Replacement Grant Program Application


You may be eligible to receive a $1,000 grant through this program to reimburse you for the cost of replacing your lead service line if you are a resident of the City of Hoboken, you own your home, and there is a lead service line on your property. 

You can verify if you have a lead service line by looking up your address using the steps and interactive map located at Hoboken Address Look Up for Water Service Material.

Have you verified lead water service lines on your property?

If No, then:

Please visit Hoboken Address Look Up for Water Service Material and follow the instructions provided to determine the water service material on your property. If water service material is unknown, please use the Lead Pipe Self-Testing Kit Request to request a free test kit or schedule an appointment with a Veolia inspector to verify your water service material from the shut-off valve at the curb into the building.

 

What to do after you have verified lead water service lines on your property and you'd like to apply for the $1,000 grant:

When you are ready to hire a contractor to replace lead service lines, you may hire a contractor of your own choice or hire one from the NJ State Approved Vendor List. If you hire a contractor from the NJ State Approved Vendor List, you do not need to submit estimates to the City for review.

If you would prefer to hire a contractor that is not on the NJ State Approved Vendor List, you must submit estimates/quotes from 2 different vendors for the work for the City's review prior to signing a contract and beginning any work. Please download the estimate form.

Once you receive estimates from 2 vendors, please email them to HobokenLSLR@grantrite.com. We will review your estimates to ensure costs are appropriate and email you a response within 24-48 hours. To qualify for the $1,000 grant, you must receive confirmation from the City that the estimates are appropriate before you hire a contractor and initiate lead service line replacement work.

Please ensure you have completed all steps above before returning to this application.

Please note that you will need to provide a final itemized contractor invoice and copies of all necessary permits from the City's Engineering and Construction Departments to submit a complete application.

No Liability Statement and Indemnification. The City is not responsible for the construction, maintenance, or condition of the lead service line replacement. Notwithstanding any necessary inspections, permits, or grant/stipend funds disbursed, the City assumes no responsibility for the quality of construction, workmanship, or ongoing maintenance. Further the property owner shall fully defend, indemnify, and hold harmless the City from any and all claims, lawsuits, demands, causes of action, liability, loss, damage and/or injury, of any kind whatsoever (including without limitation all claims for monetary loss, property damage, equitable relief, personal injury and/or wrongful death), whether brought by an individual or other entity, or imposed by a court of law or by administrative action of any federal, state, or local governmental body or agency, arising out of, in any way whatsoever, the lead service line and the construction and maintenance thereof. This indemnification applies to and includes, without limitation, the payment of all penalties, fines, judgments, awards, decrees, attorneys’ fees, and related costs or expenses, and any reimbursements to the City by the Property Owner for all legal fees, expenses, and costs incurred by it.
